Unable to launch the launcher (new computer)

I used to run a Asus ROG StrixG no problems but i lost it a few months ago, i just purchased an Acer Predator Helios 300 (i7 12th Gen, RTX 3060) and with a fresh windows 11 install (fully updated) i installed steam & dayz however i keep getting error -103) and running dayz tools the Addon Builder errors out (something about dependencies) and the workshop app simply doesnt load (may be the same issue causing all problems)
If no-one has a solution could someone please help me figure out how to troubleshoot this as im so close to 5k hours play time and i want to keep playing.

If i can post any information that helps please let me know
