Dedicated Server unreachable 0x00010001

I have a PC running a dedicated DayZ server.  While I have no problem connecting using LAN and have played it for a few weeks, I do not see it listed in community and my friend could not see it either.  He tried to connect but get Server Unreachable 0x00010001.  Tried multiple times, multiple days.  He verified his files but no luck.

I have it currently configured to run from port 2402 and specify "steamqueryport=27016" in the config.  Ports 2400-2499 and 27016 are being forwarded in the router.  I tried restarting all network components including the server.  I disabled the firewall just to make sure but he always gets the same unreachable error.

This same server runs Arma 3 missions just fine and have for over a year playing escape and my friends connect no problem.  No, I do not run Arma 3 and DayZ at the same time, plus they all use different ports.

Does anyone have any ideas/clues?

Does anyone know if they can see their own DayZ server in Community when that dedicated server is behind the same router as your DayZ client?
