Warning 0x000400f0 (Client not responding)

I was able to play 80 hours of Dayz about a year ago when one day I kept getting getting "Warning 0x000400F0". A year later after I upgraded my PC AND INTERNET I still get this message even though I have tried (via steam):

- Reinstalling Dayz

- Verifying files

- Changing DNS to 1.1.1.1 / 8.8.8.8

- Restarting the router

- Deleting BC.exe and verifying the files

- No VPN or firewalls

I've tried official and modded servers but I still can't connect. It's just so annoying I paid money for this game and can't even enjoy it. I've never had connection issues with any other game. Someone please help I'm desperate...
