Controller Remapping Does Not Work, Please help.

I've lost the ability to remap my controller. I was 100% able to remap in 1.20 (or the last pre wipe patch, whatever it was). I only want the controller for vehicle operation, and the default config is completely unusable. Example, the right trigger is gas pedal and the key press that turns a car on/off...wtf

This is really odd...I can remap a controller button to a keyboard slot, but when I hit apply it "adds" the controller binding to the controller slot and clears the keyboard slot. e.g. controller slot now say "B-button + Y-button", and the keyboard slot it blank. there is no way to clear this without completely resetting all control mappings.

Is anyone able to map controller buttons? Is there a work around?
