Crossbow Quiver or arrow merge

Why don't we have some sort of quiver for the crossbow arrows?

it could take up 2 spaces in inventory and contain your arrows.

maybe even visible on the back of your shoulder like when you shoulder a rifle.

it's strange to have a thin thing like an arrow take up so much space, as it could easily be merged.

OR let us combine the arrows to a pack, like you can do with slugs.
