Server Installation Corrupt: Missing PBO File [dta\core.pbo]

Hello All,

I am a new server hoster and I am simply trying to run a server with only Deer Isle. (for now.)

I have gotten it to open the deer isle loading screen after days of work, just to encounter this pesky missing PBO error. I've searched and searched and can't figure out how to fix this error without completely starting from the beginning.

Any help or advice would be very much appreciated.

I went in and uploaded said file to the server in the exact same spot it was in on my PC, have restarted and verified files over and over again but to no avail. 
Some smart person please have mercy and help me, I beg you.
