Problem farming seeds

Hello, I would like to ask if anyone has the same problem as me on a server, after the 1.20 update I noticed that the plants don't grow, and I have to restart the server to work, I create the garden lot, I put the seeds, I put fertilizer, but the he won't let me put water and to see the grown seedlings I have to restart the server! anyone have my same problem?

Server’s I play on ate fine. Sounds like community server owner messed-up the .xml files somehow.
