Server for low people.

I'm just wondering if it's possible to be able to create a server for the game to only allow a certain amount of people such as 3 people?

No, there are clear rules about new servers: 40-50 slot and 30 for low bandwitch areas, no password protection.

Question on PW protection.

What if I motd on lobby for people to join TS to get a PW? This way I have knowledge on who enters the server. This is simply to control server hoppers, not to control who can and can't be in the server.

You have good intention but if we allowed this we would have to allow those who do not have good intentions to password theirs servers as well, so no I'm sorry this is not allowed.
