Why doesnt Steam download the newest files at once?

Hi,

I am reinstalling DayZ and I wonder why Steam doesnt download the newest files at once. First Steam shows "18.67 space needet", "downloading x from 15,2 GB". After this download prozess Steam checks the files and then it starts another download x from 13,89 GB. So you have to download the files twice?
