Lights and water

Repairable substations and water for towns or maybe larger sections of the map. 

 Hard to find parts to get a few street lamps on.some front porch lights. Even a few In doors. Not a lot tho definitely not every building. We don't want snipers having a field day at night. 

 Same with a pump station. Water to certain buildings could be nice for a base. Also a reason to try and defend that station. It should be a couple heavy parts maybe a light one too. a few tools to accomplish.
