White Haze / Fog in Livonia

What is up with this white haze/fog/mist around the river in Livonia? It limits visibility to about 50-100m and pervades everything. It's been here since the last update and will not go away. It's not a setting, as I've turned the fog off with VPP. This seems to be part of the game, but it's not present, further south. Is there any way to turn it off?
