I have error when joining server via Hotspot

Hello, I am really desperate because I can't fix this, tried almost everything.
I am working far away from home and I have unlimited 5g internet on my mobile phone and have played every other game via Hotspot but not DayZ.
When I join "almost" every server I get warning error (0x00040031) 
I have tried official servers and community, modded, 99% didn't work, so far only one server worked.
Friend told me that I should contact my Mobile operator and tell them to make my IP public. ( Done that, didn't work)
I have tried connecting with USB cable, via BlueTooth, WiFi.. Nothing worked so far. 

Is there any solution or anyone had same situation, I am really desperate, pls help me.
I really want to play with my friends..
