MY LOOT DOESNT SPAWN ON LOCATION AND TIERS

Hi, my name is Kesso

I just wanted to know why my loot doesn't spawn new things in the map.. my dev fix the types.xml and we think it's all good but problem is there are no new items spawns in such locations such as military we are using deer isle map, 

We tried this experiment that we delete loots in some areas hoping after server restart it will spawn new loots but it seem s like nothing spawned at all literally nothing.. do anyone know how to fix this.. Am hopeful and appreciate all answers thank you...
