mods not working

Good evening everyone! I have an issue that is driving me mad. I stopped my Nitrado server for PS4 then I went through did a full wipe and reinstall including default xmls downloaded a backup and a copy to edit did my edits and checked an validated every file I have access too an all are good but for some reason nothing in the custom folder is spawning in, I do have the cfggameplay.json enabled in setting and have the json's in the custom folder, which I also validated an checked as well and all good but nothing is showing up from the folder?

here what have for this line

"objectSpawnersArr": ["custom/ElektroHQ.json","custom/chernarusdrinksmachines.json","custom/StaryShop.json","custom/RecCenter1.json","custom/randysgaragewithoutcluttercutter.json"], and all files are in the custom folder
