Operating System Interface?

So I'm being optimistic with this question due to the general security concern this might pose in the wrong hands, and even though I could probably guess the answer, I'm going ask anyway because I'm curious. To preface, I haven't made any mods for the game before so I don't fully understand what is even possible, I just have an idea and the right skill set to pull it off. I apologize if this is way off base.

My idea: Create a mod that, when added to a server, prevents players from joining the server if Discord is running on their computer. Variably add TeamSpeak etc.. to the list as well if needed.

(I don't want to kill tasks or anything like that. Just read-only. Is Discord running, yes or no. If yes, don't allow the player to join the server and possibly kick them if they start it mid-session.)

My reason: I really would like to see the in-game radios used. Unfortunately, with applications like Discord, this will never happen unless players are forced. 

So... Is this possible in any way? Can Enforce interact with the OS or ingest information from custom external scripts to make this happen?
