How was this base made?

I'm on Xbox, official server and found a base that I can't wrap my head around.

It's in Prigirodki. I checked on a map and the building is called land_cementworks_rotfurnace.

On bottom floor there is a set of stairs that takes you to first floor. On first floor there is a ladder that goes to second floor. On second floor there is approx 4 full metal walls with a 4 digit lock. Behind those walks are more walls facing the same way, no gate.

For one, I don't see how they got the metal up there in the first place as the only way up is the ladder which you can't carry sheet metal up. Secondly, I cracked the 4 digit code but as I said, there's no gate on the otherside, just more walls,so I don't understand how they can get in their own base.

Likely illegitimately as it’s on official. I’d like to meet the people who made it if they built the base honestly.
