How does one find a shovel (or pick)?

Hi.  How does one acquire a shovel (or pick, assuming it can also build a base)?  I'm new to the game, but old to survival.  58 hours in, and I haven't seen either pick or shovel yet.  I have attained decent early gear a couple of times.  Can never find what I need to make a base...  Thanks.

You'll find those in the sheds around houses. I typically find a few every time I look if the town is fresh.
