Settings are not saved!!!!!

Help, settings are not saved.
More specifically
I go into the game, set the settings I need, save, exit the game, go back in and the settings are lost
The game is in English again and everything is on ultra automatic again
(AND THE SETTINGS OF THE PERSONNEL AND NGO PROGRESS ARE NOT SAVED ALSO) and I am from Russia and I use Google translator)
