are helicopters enabled on all servers?

my understanding was that they are not, but tonight I saw a helicopter flying around on my server. I saved the log and if there is a command someone had to hack thru the server console I should be able to find it, right?

i got someone flying one in mine. i shot shot his ass down with my trusty 50 cal. me and a group of other admins are hunting him down right now to get a name. =/
