--No build restrictions. Unless you implement one? Evict those who build where you disapprove of as a group of players for example.

--There is but ONE LAW. Murder in PVE areas. This results in a bounty and you are visible on the map to others until you are killed. It's a harsh sentence, but it's a harsh world.
