How best to configure the server?

Hi, I read a lot of forums, and did not understand how to properly configure the server.
I have a dedicated server i7-9700k 8 cores, 8 threads 4.9 Ghz and all this for one server.
There are about 30-40 mods on the server, starting from fidov, msp, BBP, cannabis, and so on.
When online 25-30 people server fps 200-300... (Planned online 40-50 people, no more)
I didn't add the "multithreadedReplication" parameter, but many people advise you to enable and configure it "dayzsettings.xml".
On the local server, I tested this parameter, it feels like it doesn't work at all, I put it like this:
< pc maxcores="7" reservedcores="1" / >
but nothing changed, the server continued to use all the same one core at 100%, and the rest at 5%.
So how can I configure the server to produce a better result?
Or is such a processor not enough for one server? XD

if you have 8 cores you have 16 threads.(2 threads per core) That proc should be fine.
