0x00020009 Connection Error

I've recently decided to play DayZ (Bought from Steam) but i can't connect any server at all.

This "0x00020009" error pops up every time. However i am able to connect from my mobile phone's internet,

but i can't play like that since the ping is too high.

So can anyone help me ?

EDIT: Yesterday i was at my friends and brought my laptop too. I was able to connect any server so the problem is with my internet. I tried to compare our router settings as well but i don't understand anything so the problem continues
