Can't play due to windowed mode not letting me do anything

When I open the game, it starts in windowed mode, but it doesn't fit my screen, can't change the settings nor the window size, because the apply button is below the clickable area. can't change to full screen because of this and can't even play the game again because the button is outside the clickable area.
