that has...  Some sort of a peace time between players where everyone on the server can go and loot up or build a base in peace, and then have sorta like a purge alarm go off for everyone - maybe through the walky-talky - signaling open PVP for everyone for some duration. 

Is there a server out there that has something like this?

Look for Siege the Dayz in your DayZ launcher.

We are PVE with PVP zones.
PVE is regulated. There is a law against Murder. PVE killers are marked on the map for all to see, and hunt down, for justice.

Bases are protected while you are offline, but can be raided while you are online. If you are out looting you will get a radio message about it.

There are many dynamic missions of various types.

The trader moves around from time to time, and a rank system that restricts your access to the traders high tier items until you've ranked up.

Many other very nice features!
