Question about Hardware requirements and those 2017 hosting rules

First Question: what about those 2017 server hosting rules? I would asume noone follows those, but are they still current or just a leftover thread from beta or something?

Second: I rented a gameserver in hopes to improve ping and performance compared to hosting on a pc at home - none of the goales was achived, especially performance was way worse.
I have 28 mods, including expansion, so I probably need a bit more power than the server had, the dashbord showed 98% cpu with 1 player...

So what kind of hardware, is needed to run a heavy modded server?
is there a provider, preferred with servers in germany, who can run such a server with good performance? (minimum like 4 users, maybe some more later)
