Server No Longer Spawning Loot- Need Help!

Not sure why, but my server stopped spawning loot everywhere- I tried uncommenting the "GetCEApi", restarting the server, then stopping and replacing the old mapgrouppos.xml file with the new, then restarting the server...

That didn't fix it-

So I started removing chunks of the Types.xml file seeing if things would start looting, nothing...

 

I could really use some help here to get loot spawning back on my server, plz and ty for your time, it's muchly appreciated!
