Chinese server charging real money to use trader

I am sorry if this is the wrong section. But I want to report a server that is charging real money to use the ingame trader.
It is a Chinese server (114.67.177.204:2333). They ask you to exchange real money over Wechat to obtain in-game currency to use at the trader (based inside the TV tower entrance on Green Mtn). This is the ONLY way to use the trader as no money spawns in game, and you can't sell stuff at the trader, only purchase. The Admin told me that you can buy currency at a 1 to 1 ration - ie you can buy 1 ruble for 1 RMB. A car costs 150 rubles. That would mean paying the equivalent of $22.81 USD !! That's INSANE !!!!

I am not familiar with BIS terms of service, and I could very well be wrong, but I feel that this, if not against the terms, is definitely against the community's interests.
