Modding a server-wide radio

Hi All

Looking for some advice about where to begin with creating a mod to have a server-wide radio. The goal is to create a mod that will allow servers to broadcast a constantly playing radio station (Like Fallout 4) that players can tune into with tranceivers. I've scoured the workshop to try and find something that does this but to no-avail, so I've decided to learn to mod and try and do it myself. I assume that the trick will be to create a static field tranciever somewhere on the map that instead of accepting direct voice input, will have another input from a static object that plays audio. Otherwise it might be something I can change with the PAS at the Zenith Radio station. 

 

I would appreciate any advice you can give me.
