Destroying Bases

How do I destroy a base wall from the outside?? I've tried everything with all tools.

This is on an official server.

I managed to destroy most things, i've been able to saw off locks. I've used  a crowbar to remove metal sheets. I've used saws to saw off fence panels. However, all of this seems only possible from the inside of the base. I am trying to destroy a fence from the outside of the base but no prompt comes up, I've tried, shovel, saw, crowbar, axe and sledgehammer! Nothing! When I inspect it, I can see that there is a lock attached to the fence but its on the other side which I can't get to as it is on the doorway to a room. 

How do I get past this??
