DayZ is still open after shutting down PC

DayZ can't launch because it's "still alive" even tho i literally pulled the plug on my PC it's still open... i tried reinstalling it and when steam downloaded it... i got content locked specifically ai.pbo file... i can't delete it because it's open in DayZ somehow... like wtf xDDD

EDIT: I fixed it by doing Windows key+R and typed netsh winsock reset and then RESTARTed the pc... and now it works
