Sniping & Dust question

When sniping long range, can plate carriers emit a dust cloud if hit? Does every hit emit blood? Does every miss = a dust cloud & every hit = blood?

Im fairly certain sometimes when a shot hits a plate carrier being worn it gives a dust cloud, I was stood beside a friend and he got popped it hit his chest and it didn't show blood just the "ping" of where it hit, he was bleeding tho
