Is "stopping" when bringing up the weapon wheel a bug or is it supposed to function that way?

It doesn't make sense why if I'm running away or toward someone my character can't switch to a different gun without stopping in place.

It's designed that way.  Some have asked that they make it an option though so you're not alone.
