Why no rowboats?

There are multiple islands, probably over 100 boat spawns across the coast and they even used to have paddles back in the day...  I'm not too up to date on devlogs or anything, but how are fixable boats or craftable rafts not a thing yet?  Imagine the possibilities...  Not just reaching the prison island, or skal or one of the others...  But it would be really sweet to be running down the coast and bump into someone offering to shuttle me to any coastal town for a few cans of food or drink.  Or to take a boat out and go fishing.   Or having firefights like pirates out on the water.  The items exist, the models exist, the animation would be super simple...  What reason would there be to not include a rowboat or craftable rafts?

The DayZ Expansion mod has made boats... just waiting for that to be released.

We don’t even have helicopters or bikes yet , 2 huge features touted to be in game far before release was supposed to happen but of course they cut that for post 1.0 and of course here we are without them still at 1.05 ...

rafts would be amazing but at this point heels are being dragged so damn hard I would be amazed to just see helicopters by 2020.
