Private Servers auto restarting and losing progress

We own a 50 slot Private server for Xbox it auto reset once, everybody lost their progress. We restarted it after adding a password, lost everyone's progress. We played for 8 hours, it auto restarted and we lost all our progress. Persistence is set on and all our settings are right, this is ridiculous. We also have no way to kick or ban players, see a player list, add admins, see a kill feed, or do anything other than the basic settings.
