This question has been asked a bunch of times, I think.

I’d say no. Sony are very much against modded content. The only game I know of which uses mods on the PS4 is Skyrim and if you compare the quantity of modded content available on PS4 to that on Xbox, it’s pretty slim.

I also don’t think that BI themselves have any plans on releasing mods, for either console.
