Inside your mission go inside the folder "db" and open the file "economy.xml"

This is where you decide what is going to be saved/loaded/respawned/...

I've didn't took a close look so I may be wrong tho so I'm probably wrong but I think this is this line : 

<randoms init="1" load="0" respawn="1" save="0"/>
