Dedicated server works on LAN but not over WAN?

I am trying to set up my own dedicated server and it works fine for me on LAN, but whenever I try connecting with a VPN to test WAN connections all I get is "Connecting failed, an unknown error has occurred". The server is still showing up in the browser and in DZSALauncher, but I always get that error. It is a vanilla server, all I did was download the files and run it to test. The port in the batch file is 2302 and I have port forwarded 2302 and 2303 as well as made firewall exclusions for those on both inbound and outbound. What is going on?

 

Also, I have tested this from a PC on a different network as well and same issue. Copying the server files and running it locally still works fine however, the issue is only connecting over WAN it seems
