Create new roles in COT

I am looking for some guidance on creating new roles in COT.  I would like to add certain permissions to these roles and then be able to assign a role to a player rather that individual permissions.

Is it as simple as creating a new txt file called for example "moderator" and then adding the permissions i would like mods to have?  would "moderator" then show up as a role and allow me to assign to a player?

I can't really find any information on this subject but I am sure I am not the only one to ever try this.  Any help would be greatly appreciated.
