High frame rate but really bad micro stutter/ frame drop.

Loaded up to play 1.0 patch and am getting an issue with frame drop and micro stuttering. The drops seems to appear randomly though take place less often when standing still. They happen a lot when aiming down sigh, turning round quickly or rapid movement changes. They also occur much less when inside of buildings. My friend said that when he started playing 1.0 his performance was really good but as of recently he started to get the same issue. This issue is present across different servers and neither of us loaded the game using the launcher.
