I've been looking at the latest maps and walking around cities,  We haven't found it.

Is the car fixed on the server that you restarted? I'm looking for it in my private server.

Please let me know if there is a more convenient way to find a car.

In the vanilla game, cars are meant to be kind of an end-game gameplay item. They will be rare and it will take time to find the parts to get it working as a result. Item rarity/availability will be moddable on a private server, however.
