Modified file error

So no matter what I seem to try my game always has all the text missing starting off, so I switch it from the default English to a different language and it causes all of the text to reappear but it will never save these options after restarting. Second, every time I try to join a server it flips me a modified file error, and it seems to change which pbo file is the modified one at different times, it's really getting annoying considering the fact that I have not modified the game at all. Any input would be appreciated.

Have you uninstalled and reinstall the game?
