Server Install Help

I have today tried to create a private server using the server files from Steam. I have done the steps using the serverDZ.cfg. When I run the server using my own .bat file the window opens but then hangs on Steam policy response. I have never made a server before so I would assume I have done something wrong, but if anyone could help me to get this working I would appreciate it.

Close steam, and i recomend copy the server to another folder because when steam updates the server, it will replace your moded files

I made a backup, steam is not open but still having the same issue.
