How to activate the sapwning of weapons?

Looking in the PBO files i see files for weapons like the SAIGA and the Remington, i wanted to know how to activate those so they star spawning...

There is no point because they don't work. Most have a constant muzzle flash and cannot be loaded/fired. Just because it's in the files doesn't mean it works. Same goes for cars.
