I can only hear another players VOIP if I'm facing them

I'm having an issue in .63 where I can only hear another player's VOIP if I'm looking at them. From watching streams and talking to other players I've not seen anyone else have this problem. I've only seen 1 post on reddit but no solution. I've looking through all my audio settings but nothing makes a difference.

Does anyone else have this problem or have any idea of how to fix it?
