In the server "Overrated" "198.144.177.66:2602"

There was only one player, and I found him so I killed him, he was the admin and restared the server.

rejoined and he restarted again

If it was a Private server, the owner can do what he likes (after all, presumably he's paying for it). If it was a Public server, there are rules, but in practice some servers owners flout them.

I've been shot at on my own server and my character killed once. No issue from me, that's a part of the game. I run my server with an "all Welcome" (except hackers and cheats) and a "no unscheduled restart rule". If there has to be a restart for some reason (for example to reset the time after maintenance), then I try to give players on the server ample warning. But here are a few points from the server operators point of view

A Private server can cost up to £70 per month - it isn't cheap. Many servers operate a clan pay system to subsidise the cost, and then limit access to those that pay the clan fee. Some servers, like mine, don't have a clan pay system yet, so they are effectively FREE for players to use. Despite this, I get zero feedback on the forum or on Steam, apart from a few decent players who show their appreciation. Players come and go, and play on the server that suits them at whatever time that suits them - some complain about server operators, even though that player might have contributed ZERO to the cost and never offered so much as a "thank you" to the server operator.

With 0.60 just up on stable, its busy out there right now - I couldn't even get on my own server last night. It will likely stay busy for a month or two before dropping back to more realistic levels - that's the way it goes. Every man and his dog wants to play DayZ right now.

This game is a two way street - servers need good players, and players need good servers. If you want decent servers to play on, then SUPPORT them. By all means complain when a server operator breaks the rules, but also TELL the good ones that they are good, tell OTHERS when a server is good, and give feedback. If players simply freeload off of server operators and never give anything back, not even a simple "thanks" now and again, then you'll find that you are restricted to Public servers with the hackers and hoppers, because the good Private servers have shut down or pass-worded you out.

Its a co-operative thing. If you want good servers, then support them.
