Are high capacity vests currently spawning?

UK assault vests are essentially raining from the sky on 0.60 Stable, but nary a single high capacity vest has spawned thus far for me. Has anyone managed to find one?

EDIT: I'd like to know if plate carriers and their parts are spawning?

I saw 3 last night in one bunker alone.

Yeah they are out there, I am currently wearing a green one and my buddy found a black one.  We found 3 US crash site, no M4s but some mags, ammo and butt stocks.

Plate carriers and parts are only spawning at heli crash sites now.
