There is only one change that is direly needed.

Put the restrictions of a tent, and apply it to barb wire, that means not even indoors.

I see that as the only "right now" solution to solve barb wire everywhere due to duplication.

Perhaps future use would be the same as above except usable indoors with being able to crawl under the barbed wire.

Or does anyone else have any other ideas for this epidemic?
