Vehicles, on or off

i just got my server up and running, but how do i tell if vehicles are turn on or off?

We have found chopper crashes but no vehicles, and i haven't come across anyone driving any as well.

I believe I read somewhere that new servers typically have a delay of a few hours before cars will start spawning.
