Issue with lag

Hi guys, I have a problem with the fps, and yes, I saw the post in this forum to improve the fps, i applied that to the game, but the lag continue, but only in the big cities likes cherno or elektro (most of pvp is in this cities so...), but i dont know exactly why, these are my computer´s components:

8GB of RAM

Msi 970 4GB GDDR5

Intel core i3-3220 3.30GHz

I think the lag could be caused by the i3, but I dont know exactly, could you guys please help me?
