Persistence Off?

Anyone else noticing several servers that say Persistence on , but its actually not working ? 

Example 

4 1pp public servers 

Animals are uber rare, 

The persistent town zombies are not present on the ones that spawn when you starting making noise in town 

 

Cars and other items vanish at restart .

Persistence should be on all the time. This means that those servers are having persistence issues then.
